It would appear that it was implemented by TS a *very* long time ago.

This looks to me as though he was making preparations for the Binkley
Style Outbound and for support for external mailers. This is probably why
it doesn't work and if that's the case, perhaps we should remove this
stuff until somebody can make it work.
